Findings in this area are consistent with the lack of reference to loss on ignition in the volume limit for fly ash particles. The volume limits specified in ASTM C618 assume that fly ash contains minerals that can react with cement to form compounds with cementitious properties. However, minerals associated with unburnt carbon in fly ash, such as some forms of calcium and magnesium carbonates, may not form cementitious compounds with the first years of hydration and decay to unreacted ash content. An advancement in testing that may help interpret cementitious reactivity is radiocarbon dating, which provides a measure of reactivity useful for current use of fly ash in concrete.

A summary of the current and proposed changes to ASTM C618 is presented. The status of each change attempt is discussed and recommendations for refinement of ASTM C618 are made. It is noted that provincial and federal governments need to revisit their respective specifications and revise them based on the proposed changes to ASTM C618.

ASTM C618 includes parameters related to fly ash particle density, drop (release) of fly ash, soundness, loss on ignition, and BTU loss from burning at smelter conditions to determine the eligibility for its use as a SCM. There are two tests, viz., ASTM C618 and AASHTO M 295, that enable a conforming product to be approved for use. These tests are described briefly below.

Example 1
The mixing of fly ash with ordinary portland cement to give a concrete to which is set by normal means in the usual time and temperature allows a maximum expansion of 10% in the normaly autoclaved condition.

Where the same degree of soundness is required for concrete using Class C fly ash which does not meet the physical requirement, the use of supplementary cementitious materials may be necessary, such as in the case of the European fly ash standard EN 450-1.

Examples 2 and 3
For Class C fly ash which has been crushed to a maximum size of 325 [micro]m, and is not of the pelletized type, the soundness limit is defined as an expansion of less than or equal to 10% in the normaly autoclaved condition.
